Registered vehicles require continuous liability insurance

Under 16 GCA § 19102, the owner of a motor vehicle required to be registered in Guam must maintain the insurance required by Chapter 19 throughout the vehicle’s registration period. Section 19103 requires the owner to certify that coverage is in effect when registering the vehicle. A registration certificate is not a substitute for a policy that remains in force on the crash date. Preserve the declarations, coverage dates, vehicle identification and any cancellation or nonrenewal notices.

Section 19104 states 25 / 50 / 20 minimum liability limits

The published statutory text requires at least $25,000 of third-party bodily-injury liability coverage for each person injured in one accident and $50,000 in aggregate for all persons injured in that accident. It separately requires at least $20,000 for property damage in one accident. These are liability-insurance amounts, not a ceiling on the responsible person’s potential liability or a valuation of the injured person’s loss. Subsection (c) provides a mechanism for the Director to adjust the minimums after a public hearing; check any applicable adjustment and the relevant historical law when applying these figures.

Proof of insurance and enforcement are separate requirements

Section 19107 requires drivers to provide proof of insurance when a law-enforcement officer requests it during a traffic stop. The chapter distinguishes failing to possess proof from operating a vehicle without the mandated coverage and from knowingly presenting false insurance documentation. Section 19103 provides registration or license consequences for specified violations. Do not infer complete coverage from the presence of an insurance card, and do not treat the absence of a card alone as proof that no policy exists.

Read each policy and coverage separately

Chapter 21 addresses automobile-policy matters including cancellation and nonrenewal, subject to its stated application limits and exceptions. Those provisions require a separate review if an insurer asserts that coverage ended before the crash. Obtain all potentially applicable liability, uninsured-motorist, medical-payments, collision, comprehensive and excess policies, together with endorsements and selection forms. The 25/50/20 shorthand describes the cited liability minimums; it does not establish that other coverages were purchased, that a particular driver is insured, or that the stated limits remain available after other claims.
